Dear Ms. Ramsawak,
I write on behalf of the Joint Consultative Council for the Construction Industry (JCC) with regard to the 2011 - 2012 Budget.
The JCC is submitting these proposals for consideration for the next annual Budget.
For ease of reference, our proposals are divided between Revenue-generating and Expenditure measures.
We are of the view that our comments would assist the Government in ensuring that the construction sector is re-activated which redounds to the benefit of our nation.
- Monies Owed - We urge the prompt settlement of all monies owed by the State to JCC members. It is essential that the State conduct itself in an exemplary fashion and the JCC suggests that the payment of interest on overdue monies would be a welcome step in addressing this inequitable situation of our members going unpaid as new projects are announced.
- New Projects - We urge that new projects be properly planned before they are announced or commenced, so as to avoid the ongoing issues of cost-overruns due to changes and the perennial delay in paying suppliers and contractors. The elimination or reduction of both those ills would redound to the benefit of the public purse.
- Local Content - JCC remains convinced that we need to put Regional (CARICOM) suppliers and contractors first in the State construction sector. Making strong provisions for high local content in all development projects would be a positive measure to increase the beneficial multiplier effect and conserve our scarce foreign exchange.
